On Thursday, March 5th, 2026, ex-South Dakota Governor was ousted as head of the Department of Homeland Security (DHS), after thirteen months occupying the position.
The White House claimed the reason for this change in leadership was the opening position as “Special Envoy to the Shield of Americas,” which Noem would assume after her leaving the DHS. The Shield of Americas is a “coalition of nations [to] work together to advance strategies that stop foreign interference in our hemisphere, criminal and narco-terrorist gangs and cartels, and illegal and mass immigration.” Reminiscent of the Monroe Doctrine, the summit represents the Trump Administration’s effort to gain greater influence over security in the Americas.
Other possible, more unofficial reasons for this may include significant pushback from the American public over President Donald Trump’s harsh immigration crackdown. As the Secretary of Homeland Security, Kristi was responsible for the oversight of various initiatives directed towards maintaining domestic national security, most notably the Immigration and Customs Enforcement (ICE).
ICE came into question most recently during a harsh deployment in Minneapolis, Minnesota, where strict policing led to the deaths of two American civilians. The operation, titled Metro Surge, utilized tactics that were far more extreme than those previously, including military-style raids of homes, workplaces, and public areas; traffic stops and searches; and profiling public locations such as churches, schools, and courthouses. Such actions sparked citywide protests involving up to 50,000 civilians.
Noem’s leadership also fell into question over the use of $200 million in federal funds for a series of ads asking immigrants to self deport, as well as tout agency accomplishments. However, these videos seem to focus on Noem herself, how she led the DHS, and how she worked to enforce the President’s immigration agenda. One video features Noem on horseback, at Mount Rushmore, urging immigrants to leave the country. Indeed, many critics cite these videos as unnecessary and a waste of taxpayer dollars, more focused on promoting Noem than the DHS itself.
Despite Noem’s controversial leadership of the DHS, the Trump administration has expressed their commitment to a no-tolerance immigration policy and have promised to continue sweeping detainments and deportations. Longtime Trump ally Markwayne Mullin, a senator from Oklahoma was tapped to replace Noem. Mullin, a former MMA fighter and member of the Cherokee nation brings with him a very different set of experiences that will shape how he leads the DHS. Whether policies or approaches will change or remain the same is a question that remains to be seen.
